Inside that Mods folder is a file named resource.cfg.(Which itself is inside the "Electronic Arts" folder.) You have a Mods folder inside your Documents directory's "The Sims 3" folder.package files in either the Overrides or Packages folder and they will work in game if they are sims3pack files you double click those and the launcher will install them. Save this file and put it in the Mods folder now you can drop.
Now with notepad make a file called Resource.cfg and in that file put this in there In the Mods folder make 2 subfolders called
